ESSENTIAL REQUIREMENTS

Super high speed electric rail links should and must be built where at all feasible between major urbanisation hubs.

Where super high speed rail links do exist between MUH’s then flights between those MUH’s should and must be decommissioned.

Where various airlines are operating the same route around the same time with unfilled planes then passengers will be transferred to one of those flights and the others cancelled.

Ideally eventually the overall global air, sea and road transport must be conglomerated for overall greater efficiency and effectiveness and lesser overall carbon emissions.

Those who are unemployed should and must be given special significantly reduced fares on these super high speed rail links and the overall rail network.

Those on low incomes should and must be given special reduced fairs in line with their particular income circumstances.

All coach operations between MUH’s with super high speed rail links should and must also be decommissioned.

Where no super high speed rail link exists between MUH’s then specially adapted sleeper coaches should & must be permitted in any country.

Carbon based vehicles should and must only be used for extended travel, transport and distribution and should and must be totally banned from any urbanisation.

Each urbanisation should and must have a dedicated outter parking area for carbon vehicles with a connected interurban adequate electric based travel, transport and distribution network.

All energy production should and must be changed to non fossil based such as primarily geothermal, fusion, solar, wind, tidal etc or nuclear.

Every major urbanisation in every country where feasible should and must have Social Accommodation Rings consisting of apartment blocks constructed around them.

Four major areas should and must be constructed outside each major urbanisation to cover retail, entertainment, business and a Casual Sex Complex

These CSC;s will have a hotel with a sauna and indoor and cruising area and are primarily for those not in relationships or those in semi or fully open relationships..

These CSCs will be for Bisexual/Gay males on a Monday, Wednesday, Friday and Saturday, for Bisexual/Gay females on a Tuesday and for Heterosexuals Thursday and Sunday.

75-150GCU per meter square 7.50-15GCU per month per meter square for a semi detached house and 100-200GCU per meter square 10-20GCU per month per meter square for a detached house.

When selling any property a further amount can be added corresponding to any work carried out in relation to material and labour costs backed by receipts/invoices.

Land prices/rental set to 125 - 250GCU per hector/10 - 100GCU per hector per year for non agricultural land according to quality.

250 - 750GCU per hector/10 - 100GCU per hector per year for agricultural land and 750 - 2,500GCU per hector for development land.

No one should or must be permitted to own or posses any property over 500m/sq or any land over 5000Hectors.

Anyone with property over 500m/sq or any land over 5000Hectors should & must be obliged to relinquish that for conversion to community centers or hotels.

All business property prices/rental set to 250 - 500GCU per meter square/20 - 200GCU per meter square per year for warehouse/workshop space.

500 - 1,500GCU per meter square/20 - 200GCU per meter square per year for retail/office space depending once again on condition, quality and location.

There should and must be quarterly Inspection of all rental property with any required action by either the renter or landlord completed within one month or corresponding compensation/fines applied.

Assessors will view each property, work out its Property Base Value and if/when the owners wish to sell they can only sell for that set PBV.

In the case where more than one party is very interested and potentially eligible for a property either for sale or for rent a draw will take place to see who gets it.

Everyone must have a basic bank account with a basic debit card to pay for everything and this bank account and credit card should and must be available anonymously if desired.

Everyone employed or unemployed should and must have a basic daily allowance to cover basic essential accommodation, nourishment and entertainment/distraction needs.

Basic Living Allowance should and must be globally set to 5GCU per day for up to 5 year olds, 10GCU per day for 6 to 10 year olds, 15GCU per day for 11 to 15 year olds.

20GCU per day for 16 to 20 year olds, 25GCU per day for 21 to 25 year olds, 30GCU per day for 26 to 37.5 year olds.

35GCU per day for 37.6 to 50 year olds, 40GCU per day for 51 to 60 year olds, 45GCU per day for 61 - 75 year olds, 50GCU per day for 76 year olds and over.

A further 10 - 50GCU per day over and above for illness/disability depending on the severity and those in worthwhile unpaid pursuits according to the effort/importance.

Anyone willing/able should and must have the opportunity and access to suitable/fitting employment and reasonably correct corresponding wages/bonuses.

No one should or must be able to have seriously inappropriate funds/possessions and under no circumstances no more than 100,000GCU per year in wages or prizes over 1,000,000GCU.

Maximum of 4 shifts of 8 hours per week for anyone willing/able to work and ten weeks of holidays per year for every employee.

Minimum hourly of 2.50GCU for the uneducated, unskilled and unprofessional, 5GCU for the semi educated, semi skilled and semi professional, 7.50GCU for the educated, skilled and professional.

Further wages over and above Basic Living Allowance and Minimum Hourly Wage of 1 - 5GCU per hour for slight added contribution/responsibility.

6 - 15GCU for extra added contribution/responsibility and 16 - 50GCU for additional added contribution/responsibility.

All dubious funds within any tax haven, scheme and structure should and must be confiscated and those tax havens, schemes done away with.

There should and must be a yearly Personal Appropriatation Award of 25 - 250GCU for slight overall positive social involvement/integrity.

250 - 2,500GCU for extra overall positive social involvement/integrity and 2,500 - 250,000GCU for additional overall positive social involvement/integrity.

There should and must be an online publication of everyone's yearly Personal Overall Appropriatation highlighting any positive and negative attributes.

Slight achieving and/or contributing up to 25,000GCU income per year, 250,000GCU maximum capital including value of overall possessions, 150 m sq dwelling or 150 hectors of land.

Extra achieving and/or contributing up to 50,000GCU income per year, 500,000GCU maximum capital including value of overall possession, 250 m sq dwelling or 250 hectors of land.

Never anything over 50,000GCU in value unless they have additionally positively socially attributed/contributed and no one anything over 100,000GCU under any circumstance.

Anything over 100,000GCU should and must only be owned by syndicates with individual shares permitted up to within Personal Overall Allowance.

People should and must only be required to pay up to a maximum of 20% of their overall personal wealth including possessions and in particular property to any care in old age.

If someone has 100,000GCU in total assets then they pay 20,000GCU towards their social care needs and then the government should and must pay the rest.

There should and must be a Global bank that will automatically provide all necessary/required funds for basic essential social services, expenses and amenities.

Everyone should be allowed a little fun from time to time but never must anyone be seriously bad or do anything seriously wrong.

Extra, additional and some relatively extensive inappropriation from time to time is perfectly acceptable always within relative reason of course.

However ANY SERIOUSLY EXTENSIVE, RADICAL OR EXTREME INAPPROPRIATION is NEVER acceptable under ANY circumstance.

Of course anyone involved in anything criminal should and must be located and legally/properly dealt with as quickly as humanly possible.

Anything overly additionally inappropriate should and must be dealt with verbal/written warnings and anything overly or persistent additionally inappropriate with fines/penalties.

Anything seriously extensively, radical or extremely inappropriate of course deserves prison to some corresponding degree or other.

There must be a Serious Comportment Concern body so people significantly alarmed by someone's behaviours - orientations can report those people for apt effective/efficient analysis.

Anyone involved or who has been involved in any over inappropriatation should and must receive effective/efficient counselling/treatment for that.

Anyone involved in any extreme inappropriatation should and must receive a 16 - 50 year prison sentence and pay 100,000 - 1,000,000GCU compensation to anyone extremely affected.
